Arizona Medicaid Electronic Health Records Incentive Program (now called Promoting Interoperability Program)
The Arizona Medicaid Electronic Health Record (EHR) Incentive Program (now called Promoting Interoperability Program) will provide incentive payments to eligible professionals and eligible hospitals as they demonstrate adoption, implementation, upgrading, or meaningful use of certified EHR technology. This incentive program is designed to support providers in this period of Health IT transition and instill the use of EHRs in meaningful ways to help our nation to improve the quality, safety, and efficiency of patient health care.
The Arizona Health Care Cost Containment System Administration (AHCCCS) is responsible for the implementation of Arizona’s Medicaid EHR Incentive Program.
The EHR Electronic Provider Incentive Payment (ePIP) System is where providers register and attest for the Arizona Medicaid EHR Incentive Program.

The EHR Electronic Provider Incentive Payment (ePIP) System is the official web site for the Arizona EHR Incentive Program that provides incentive payments to eligible professionals and eligible hospitals as they adopt, implement, upgrade, or demonstrate meaningful use of certified EHR technology.
ePIP is a web application that supports registration and attestation for the Arizona Medicaid EHR Incentive Program. Only authorized registered providers have rights to access the ePIP System. Each provider must register in order to set-up their ePIP account. Thereafter, the provider can interface with the system, to maintain program information, attest for the program and track incentive payments activity.

Program Year 2021 is the last year for providers to receive a payment for participating in the Medicaid Promoting Interoperability (PI) Program.
- All providers must attest no later than October 31, 2021.
- All payments must be processed no later than December 31, 2021.
Program Year 2016 is the last year for providers to begin participating in the Medicaid Promoting Interoperability (PI) Program . All providers must meet the program requirements no later than December 31, 2016 and will have up until the attestation deadline to submit the attestation in the ePIP System.

EHR incentive payments are disbursed once per month after the State determines that the provider is eligible for payment and computed as follows:
Payment to Eligible Professionals
EP payments are predetermined based on a scheduled of 6 payments. Payments are disbursed on a rolling calendar year basis following verification of program requirements.
Participation years do not have to be consecutive but providers must begin participation in the program no later than Program Year 2016.
EP Payments PTD (External)Payment to Eligible Hospitals
EH payments are determined based on a formula and disbursed over a 4-year period on a Federal Fiscal Year basis following verification of program requirements.
Participation years do not have to be consecutive prior to Program Year 2016 but hospitals must begin participation in the program no later than Program Year 2016 and continue to participate each year thereafter to be eligible for payment.
EH Payments PTD (External)AHCCCS issues Form 1099 to payees (monetary recipients) of EHR Incentive payments. If an Eligible Professional (EP) is reassigning a payment to his/her practice, the EP is personally required to attest that he/she is aware of the payment reassignment and that the reassignment falls within the guidelines issued by the IRS.
